Students who complete a FAFSA have a cap of federal aid they can receive based on their need (Cost of Attendance, COA). Students can be over-awarded with entitlement based awards (i.e. scholarships) but not federal funds. Students can have both scholarships and federal aid but if they are already at their cap (COA) and do not have room for both then the federal aid has to be cancelled or reduced to make room in their aid package for the year and term for scholarship acceptance. Each student package is different based on need and enrollment. Student athletes are also impacted by this because they get athletic aid and cannot go over Cost of Attendance.
